It is one of the oldest anniversaries there is: silver and gold anniversaries are documented in Germanic countries since the 1500s, and Emily Post listed it in 1922 with the line "silver is always serious".

What Does the 25th Anniversary Gift Mean?

By twenty-five years the jokes are over. Post wrote that in Germany "a silver wedding is a very important event and a great celebration is made of it". The modern silver anniversary is often organized by the children, which changes the gift: it is as likely to come from a son or daughter as from a spouse, and as likely to be about the family the marriage made as about the couple. The 25th is one of the eight anniversaries in Emily Post’s Etiquette (1922), the oldest widely read American list.
